Binary restart file does not work

Even if i specify

    RESTART_SHELL_POS                    .FALSE.
    RESTART_SHELL_THERMOSTAT   .FALSE.
    RESTART_SHELL_VELOCITY         .FALSE.

in the &EXT_RESTART section, the same error message is still generated.

The position of the above commands do not matter. For example, the error 
message will not change if I put 

RESTART_SHELL_POS  .FALSE.

in front of 

RESTART_VEL                   .TRUE.

in the &EXT_RESTART section.

Is this a bug?
