In short: you use the Nose Hoover thermostat because you did not define 
TYPE CSVR. But because no &NOSE section is defined in the input the restart 
file does not contain information about the Nose Hoover thermostat. This 
causes the thermostat to be reinitialized when the MD is continued and the 
"conserved quantity" is not conserved.
