Apply_Delta_Pulse: dipole moments are the same for each direction

I asked Joost and Martin for this problem and it resulted that one has to 
set 

INITIAL_WFN SCF_WFN

(instead of INITIAL_WFN RESTART_WFN)

It is not possible to use a wave function from a prior geometry 
optimization.
