direct blas calls

hi!

it would be much appreciated, if somebody could comment on the
current coding policy towards calling BLAS and LAPACK directly
rather than using the wrappers in f77_blas_generic.F and a yet to
be written f77_lapack_generic.F module with the equivalent setup.

i would like to experiment a little bit with diverting those calls to
different "destinations" based on problem set size and that would
be much more efficient and consistent if all calls would go through
the wrappers. are there any objections if i would provide a patch
that converts all files accordingly?
