unexpected outputs with current cvs code

hi,

i noticed that when running a LBFGS geometry optimization,
cp2k always generates "localLog" files (plenty of them when
running in parallel), even though nothing is really logged into
them, and there is no error in the calculation.

i also noticed that when using the -o flag to specify an output
file, the RESTART INFORMATION block is (IMO unexpectedly)
still printed to stdout.

i'd expect that both cases could be fixed with only a minimal change
by somebody knowing the respective modules well.
