[CP2K:1653] on scalapack requirement for parallel builds

Hi Axel

I think there are still some applications that work
in parallel without ScaLAPACK (mainly Fist).
To get full functionality, ScaLAPACK is mandatory.
This was not the original idea, but evolution went that
way.
