on scalapack requirement for parallel builds

here is another question related to the cp2k build environment.

is cp2k supposed to be compilable with MPI but not with ScaLAPACK?
the defines in the code suggest this, but i just want to make sure.

i'm not interested in parallel efficiency, but i'd just like to know
about
whether this is intentional, or just coincidence.
