Bug report: 'useGPU' argument missing from ELPA's API calls

Dear Cho,

The bug has been fixed - revision 18203. 
However, ELPAs GPU-implementation is still under development and seems to 
interfere (ie. cudaFree()) with CP2Ks usage of CUDA.
Moreover, ELPA tests don't show any speedup from CUDA - still slower than 
AVX2_BLOCK{2,4}.
