Building with the development version of libxc

Dear Ondrej,

This is the correct way the code need to be changed for libxc 3.x.x. Since 
we want to support a static and compile-time checkable interface (USE, 
ONLY:...) there seems to be no way around.
The predicted changes for libxc 3.x.x are also documented in 
src/xc/xc_libxc_wrap.F (xc_libxc_wrap_functional_buggy).
